Please could someone assist me with getting a starter web-database, I have never designed one and would like assistance and a bit of guidance.

Check with your web hosting plan to see if you have a mysql database available to you. That would be step one.

My hosting company does support mySQL..

Great - login to your hosting control panel and create a database to use.
Next download the trial version of phpmagic and give it a go.
